	The Education Funding Agency and arm&amp;#39;s length body reform&lt;/h1&gt;&#xD;

	On 14 October 2010, Minister for the Cabinet Office, Francis Maude, announced the outcomes of a cross-government review of all public bodies.&amp;nbsp;Of 900 bodies, more than half were to be reformed to some degree.&amp;nbsp;The aim is to make at least &amp;pound;2.6 billion in administrative savings and a further &amp;pound;30 billion savings by reducing programme and capital spending over the spending review period.&amp;nbsp;The Government also wants to establish greater accountability, transparency and efficiency in the operation of public services.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	In response, the Department for Education has implemented a huge change programme, with several of its arm&amp;#39;s length bodies closing and others becoming part of the Department.&amp;nbsp; As a result, there will be four new executive agencies responsible for key delivery functions &amp;ndash; the Standards &amp;amp; Testing Agency, the Teaching Agency, the National College and the Education Funding Agency.&amp;nbsp; The Standards &amp;amp; Testing Agency opened on 1 October 2011; the other three agencies will begin operation on 1 April 2012.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Each agency will have a chief executive who will report to one of the Department&amp;rsquo;s directors general.&amp;nbsp;The chief executives will also be accounting officers reporting to the Permanent Secretary and will be accountable to Parliament. Each agency will have its own budget and will be responsible for publishing its own annual accounts.&amp;nbsp;Executive agency staff will be civil servants, employed by the Department for Education.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The Department&amp;#39;s agencies and policy directorates will share back office services such as HR, IT support and communications, in order to deliver efficiency savings.&lt;/p&gt;&#xD;

	In October 2010 the white paper &lt;cite class="publication"&gt;The Importance of Teaching&lt;/cite&gt; announced the intention, subject to legislation, to close the Young People&amp;rsquo;s Learning Agency (YPLA) and set up a new Education Funding Agency (EFA) as an executive agency of the Department.&amp;nbsp;The EFA would have responsibility for the direct funding of the growing number of academies and Free Schools and all 16&amp;ndash;19 provision.&amp;nbsp;This will include the funding of 16&amp;ndash;19 provision in further education colleges, sixth form colleges and independent provision.&amp;nbsp;The EFA will also distribute school funding resources to local authorities for them to pass on, as now, to those schools that are not yet academies.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	In June 2011, in a Written Statement to Parliament, the Secretary of State announced that, following Sebastian James&amp;rsquo;s proposals for a new system for managing capital expenditure and the wider reform of arms length bodies, he had decided to bring together, in a single agency, the allocation and management of revenue and capital funding, including the delivery of capital programmes. The announcement confirmed that Partnerships for Schools would also close in March 2012, with its staff and functions also moving to the EFA.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The Secretary of State also announced that the YPLA&amp;#39;s chief executive, Peter Lauener, will become chief executive of the EFA.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The EFA will fund the education system for 3-19 year olds and it will manage the school and sixth form college estate.&amp;nbsp;It will be responsible for the allocation and distribution of approximately &amp;pound;50 billion revenue and capital funding each year, as well as the delivery of capital investment in schools.&amp;nbsp;More information on the EFA&amp;#39;s functions can be found in the following pages.&lt;/p&gt;&#xD;

	The letter -&amp;nbsp;issued to&amp;nbsp;recipients of education and training funding on&amp;nbsp;18 January -&amp;nbsp;explains about changes being made to the infrastructure for distributing funding&amp;nbsp;from 1 April 2012.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The YPLA and PfS&amp;nbsp;cease current activities at the end of March 2012.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The EFA will be a single body responsible for the operation of the education and training funding system for those aged 3 to 19. This&amp;nbsp;will&amp;nbsp;provide, over time, a more joined-up service for young people, our customers and partners.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Please note:&lt;br /&gt;&#xD;
	The letter refers to funding for the education and training of three&amp;nbsp;to 19 year olds, or up to age 25&amp;nbsp;for learners with a disability.&amp;nbsp;&lt;br /&gt;&#xD;
	We can confirm that some funding - the Dedicated Schools Grant (DSG) - to be distributed by the Education Funding Agency&amp;nbsp;(EFA), can be used for disabled children from birth.&lt;/p&gt;&#xD;
