This part of the guidance explains the legal framework governing the provision of information, and of intermediary services to facilitate contact between adopted adults and their adult birth relatives, in respect of any adoption prior to 30 December 2005. In relation to access to information, the Adoption Agencies Regulations 1983 still apply. In respect of intermediary services the Adoption Information and Intermediary Services (Pre-Commencement Adoptions) Regulations 2005 provide a framework within which intermediary agencies may, on application of an adult adopted person, or an adult relative of such a person, act as intermediaries and, with the consent of the subject of the application, facilitate contact between them.
