Standard 18.5 of the Children’s Homes National Minimum Standards states that all existing care staff should have achieved a minimum level 3 qualification. All new staff recruited from April 2011 need to hold the level 3 Children and Young People's Workforce Diploma which must include mandatory social care units; otherwise, they must be working towards the Diploma within six months of confirmation of employment.
The Level 3 Diploma for the Children and Young People’s Workforce was launched in August 2010. It is currently offered by 11 awarding organisations and is available throughout England. Entry requirements are set out by awarding organisations and training providers.
The Level 3 Diploma for Children and Young People’s Workforce qualification sits on the Qualification and Credit Framework (QCF). The total credit value of a QCF diploma is 37+ credits and can be as much as 65 credits depending on the optional units chosen. For those working in children’s homes, the mandatory pathway attached to the Children and Young People’s Workforce Diploma is the children’s social care pathway.
The Children and Young People’s Workforce Diploma contains a number of optional units at level 4, which provide learners with opportunities to undertake some learning at a higher level in preparation for further study. For people who achieve the level 3 Diploma and wish to progress further, there is a level 5 advanced practice pathway which is part of the level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services. Foundation degrees of relevance to the children’s home care worker role are also available throughout England.
