This is the UK Border Agency's equivalent of the statutory guidance under section 11 of the Children Act 2004. Part 1 seeks to replicate part 1 of the original section 11 guidance, and part 2 is the statement of how it applies to the UK Border Agency.

The guidance sets out how to work together to safeguard and promote the welfare of children in a migration context. Practitioners carrying out immigration and general customs functions, or providing services that support these functions, must have regard to this guidance. Social workers and children’s workers should use it for information and as a statement of good practice.
