The Statutory Framework for the Early Years Foundation Stage (EYFS) sets out the requirements for staff: child ratios in settings delivering the EYFS in the UK and the qualification levels that practitioners must hold.

It is the role of the National College for Teaching and Leadership (NCTL) to define the criteria for qualifications that practitioners must hold to be counted in the specified ratios.

NCTL has worked in collaboration with UK NARIC to develop a bespoke Statement of Comparability for the Early Years Sector (SOCEYS). This statement will provide advice on which of the required early years criteria have been met by your overseas qualification.

To count in the ratios at level 3 you must also hold qualifications which are comparable to suitable level 2 literacy & numeracy qualifications

Step 2: Use your NARIC Statement of Comparability for the Early Years Sector to work out which level of the EYFS staff ratios you can count in, as follows:

  • is comparable to NQF/QCF/RQF Level 2 standard and

has a focus on early years education and covers the required 0-5 age range
Level 2 EYFS Staff Ratios

Your Early Years qualification:

  • is comparable to NQF/QCF/RQF Level 3 standard or higher, but

does not meet the early years educator criteria.
Level 2 EYFS Staff Ratios

Your Early Years qualification:

  • is comparable to NQF/QCF/RQF Level 3 standard or higher, and

meets the early years educator criteria

Level 3 EYFS Staff Ratios if you have achieved suitable level 2 literacy and numeracy qualifications

Level 2 EYFS Staff Ratios if you have not achieved suitable level 2 literacy and numeracy qualifications
