National Summary

In 2012 the number of free part-time early education places taken up by three and four year olds in maintained, private, voluntary and independent providers was 1,229,535 up from 1,027,970 in 2005.

In 2012 64% of children achieved at least 78 points across the Foundation Stage Profile with a least 6 in each of the scales Personal, Social and Emotional Development and Communication, Language and Literacy.

The gap in Foundation Stage Profile achievement between the lowest achieving quintile of children and the median child in England fell from 38.9% to 30.1% between 2005 and 2012.

Figures for LAs that were re-organised in April 1997 were obtained by apportionment.

Up to 2010, a PTE place was equivalent to 12.5 hours and calculations in the table are on that basis. In 2011, the free entitlement was extended to 15 hours for all children so the calculation changed for this year onwards to reflect the change. A consistent time series at national level using 15 hours as 1 PTE place was calculated for 2007 to 2011 and published as part of the Provision for Children publication, available at : http://www.education.gov.uk/rsgateway/DB/SFR/s001009/index.shtml.

Data provided by 150 local authorities in England and extracted from tables published annually, by DfE.
Concepts and Definitions
  1. Figures for 2005 and 2006 are derived from the child level sample. Figures for 2007 are derived from the full child level collection, therefore confidence limits do not apply.
  2. The figures may differ to those published in the main Statistical Release (SFR 32/2007) for some authorities as this table includes the most recent data.
  3. The measure "percentage of children achieving 6 or more across 7 scales and 78 points or more" defines the overall level of achievement within an authority.

2007 is the first year that schools and early years' settings have been under a statutory obligation to send full data for every individual child in respect of the 13 summary scales to their Local Authorities. DfE data needs are met by asking Local Authorities to provide this full complement of data once it has been checked. In previous years, Local Authorities have submitted a random 10 per cent sample of their individual child level records from the Foundation Stage Profile or an aggregate level dataset covering all children.
