The Government launched the Sure Start Plus pilot programme in 2001, as part of the Teenage Pregnancy Strategy, to improve poor health and social outcomes for teenage parents and their children. The programme provides targeted support to this vulnerable group of young people in thirty-five local authorities with high rates of teenage pregnancy. The evaluation aimed to find out what could be learnt from Sure Start Plus programmes that could be disseminated to other programmes and relevant partner services.
