2008118 BIS: Amplifying the Voice of Muslim Students- BIS-FOSIS-NUS Muslim Student Survey 2009 Contracted  Contracted

The Department of Innovation, Universities and Skills (DIUS), in collaboration with the Federation of Student Islamic Societies (FOSIS) and the National Union of Students (NUS), wishes to commission a study exploring the views and attitudes of Muslim students in England.

The survey will provide a comprehensive overview of the attitudes and views, as well as experiences and needs, of Muslim students in Higher Education on a range of policy areas of relevance including (but not limited to):

o Faith on campus

- Identity and integration of Muslim students

- Facilities and Services

- Extremism

- Organisations, the government and media

The ongoing spotlight on Muslim students has highlighted the need to understand the Muslim student population better. Several surveys have looked at views of Muslim students, one of the earlier ones being the Voice of Muslim Students conducted by FOSIS in 2005. Since then, a number of studies have been published but none have been adequately representative.

The report will inform the work that DIUS, FOSIS and NUS does in working with Muslim students. The results will further inform government, sector agency and institutional policy on these issues as appropriate.

The research will be exploring issues which may be highly sensitive to both individuals and the community as a whole. We anticipate that it will involve an initial series of focus groups with young Muslims to explore understanding of key issues and terminology and to inform the proposed methodology. This will be followed by a substantial survey of Muslim students, alongside a comparator group of all students for certain questions, and a final series of focus groups to explore and comment on the results of the survey. The survey would aim to question approximately 1500 Muslim students with an additional 500 students as a comparator group.

The timing for the project is tight, with a planned start date before the end of November 2008 and aiming to produce a final report no later than end of June 2009. While the project will be commissioned and managed by DIUS, it will be overseen by a Steering Group comprising representatives from DIUS, FOSIS, NUS and DCLG (Department of Communities and Local Government). The contractor will be expected to have significant regular contact with members of the Steering Group throughout the project.
