Youth Inclusion and Support Panels (YISPs) support children aged 8-13 at high risk of offending/antisocial behaviour before they enter the youth justice system. Important elements of YISPs are ‘keyworkers’ responsible for assessing risk and coordinating and monitoring provision, and multi-agency panels which develop Individual Support Plans (ISPs) and review children’s progress. The research aimed to identify factors contributing to successful / unsuccessful delivery, perceived outcomes, and costs in the 13 pilot areas.
