The initial 524 community-based Sure Start Local Programmes (SSLPs, now Sure Start children’s centres) were rolled out from 2000; each supported an average population of between 400 and 800 children under four years old. This study formed part of the implementation module of the National Evaluation of Sure Start (NESS).
