The latest national statistics on Level 2 and 3 Attainment by age 19 produced by the Department for Children, Schools and Families were released on 24th March 2009 according to the arrangements approved by the UK Statistics AuthorityUK Statistics Authority

DCSF: Level 2 and 3 Attainment by Young People in England Measured Using Matched Administrative Data: Attainment by Age 19 in 2008 (Provisional)

DescriptionStatistics on level 2 and 3 attainment by age 19 are published as LEVEL 2 AND 3 ATTAINMENT BY YOUNG PEOPLE IN ENGLAND MEASURED USING MATCHED ADMINISTRATIVE DATA: ATTAINMENT BY AGE 19 IN 2008 (PROVISIONAL) and include data from England covering overall level 2 and 3 attainment by age, cohort and qualification type.

The latest statistics report on the period up to 2007/8 and update those previously released on 26 February 2008.

The key points from the latest release are:

  • In 2008, 76.7 percent of people aged 19 were qualified to at least level 2. This is an increase 5.3 percentage points since 2006. The PSA target required a two percentage point increase between 2006 and 2008 and therefore this target has been exceeded by 3.3 percentage points.
  • In 2008, 49.8 per cent of people aged 19 were qualified to level 3, an increase of 1.7 percentage points on those people aged 19 in 2007.
  • The proportion of people aged 19 qualified to level 3 has risen by 7.9 percentage points since the series began in 2004.
  • The proportion of 16 to 19 year olds achieving levels 2 and 3 via Vocationally Related Qualification (VRQs) has risen each year. VRQs are the most common way of reaching level 2 post-16.
On 30 April additional information was added on attainment by gender, FSM (both nationally and by LEA), ethnicity and special educational needs as well as institution type breakdowns showing where learners reached level 2 and 3 and regional tables. Attainment by LEA is available via link below to FE Data Service web-site. Maps based on this information will be added as additional information to this page within the next few days.
