DfE: Outcomes for Children Looked After by Local Authorities in England, as at 31 March 2010

DescriptionThis statistical First Release (SFR) provides information on a range of outcomes for children who have been continuously looked after by a Local Authority for at least 12 months as at 31 March 2010 in England.

This new publication includes information on the attainment, special educational needs, absence and exclusions of this cohort of children, taken from the matched administrative data taken from the Children Looked After database and the National Pupil Database (CLA-NPD). This publication also includes the first release of information on cautions and convictions, substance misuse, healthcare and activity at age 16 based on child level data from the Children Looked After database. This publication replaces that previously issued in April each year which was sourced from the now discontinued OC2 survey.

The key points are:
  • 44,400 children had been looked after continuously for 12 months at 31 March 2010. This is an increase of 3 per cent from 42,900 in 2009.
  • Of the children looked after continuously for 12 months at 31 march and of the age where the child is eligible to sit key stage assessments and tests:
    • 58 per cent achieved the expected level in reading and 62 per cent achieved the expected level in mathematics at Key Stage 1.
    • 36 per cent achieved the expected level in both English and mathematics in Key Stage 2 tests
    • 12 per cent achieved 5 or more GCSEs or the equivalent including English and mathematics at grades A* to C.
  • 73 per cent of school age children looked after continuously for 12 months have some form of special educational needs
  • The rate of overall absence for children looked after continuously for 12 months at 31 March 2009 was at 6.2 per cent, slightly lower than the rate for all children
  • In the 2008/09 school year, 100 children who had been looked after continuously for 12 months at 31 March 2009 were permanently excluded from school.
  • 7.9 per cent of children looked after continuously for 12 months at 31 March 2010 who were aged 10 or over had been convicted or subject to a final warning or reprimand during the year
  • Of the children looked after continuously for 12 months at 31 March, 4.3 per cent were identified as having a substance misuse problem during the year.

This publication has been updated with information on the absence during the school year 2009/10 for children looked after continuously for 12 months at 31 March 2010. It updates absence information for the 2008/09 school year previously published in this SFR. Information on levels of absence and the number of persistent absentees will be published at both National and Local Authority level.
