Prior to purchase you should identify which lot you wish to use.You should also check your school ICT development plan which will describe the broad objectives for the development of ICT within the school.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The framework agreement comprises two lots.&lt;br /&gt;&#xD;
	&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&#xD;
	Lot 1- focuses on infrastructure and mobile connectivity services, enabling customers to buy these services individually or in combination as a bundle.&lt;br /&gt;&#xD;
	&amp;nbsp;&lt;br /&gt;&#xD;
	Lot 2 -&amp;nbsp;focuses on &amp;lsquo;ICT service integrators&amp;rsquo; (ISI) for all ICT services, and is intended for organisations needing a supplier to pull together and manage a supply chain effectively to cover all of their requirements.&amp;nbsp;ISIs are defined as third party organisations that have lead responsibility, through their own in-house capability and/or supply chain arrangements, for providing customisation, integration and maintenance of all multiple or single elements of the four broad ICT core services:&amp;nbsp;&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;&#xD;
		Infrastructure services: This covers all aspects of local area networking provision, the capability to provide the full end-to-end technology for delivering Infrastructure as a Service (IaaS), and Software as a Service (SaaS), as part of secure, managed and scalable solutions.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		Connectivity services: It is optional for suppliers to provide mobile broadband services through the framework to support / complement existing fixed-line broadband connectivity and any future need for mobile or home internet use by learners or teachers.&amp;nbsp;It is expected that most end users will have fixed-line broadband connectivity in place procured by other means (e.g. regional broadband consortia, local authority or JANET), and it is therefore out of scope of this framework agreement.&amp;nbsp;It is anticipated that suppliers may be able to offer this element in the future as the market develops, therefore successful providers will be able to add this service to their portfolios at a future point in the life of the framework if they are not able to offer it at the time of the award.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		Learning services: This covers the integration of learning platforms, either as a single learning platform product / service or as a component in an integrated solution.&amp;nbsp;There is emphasis on ensuring that these services can share information with the management information system (MIS) used by the school.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		Information management: This covers MIS (which could be a broad range of applications in a school or college such as including finance, HR, payroll, estates management, CRM, timetabling, registers etc), either as a single product / service or as a component in an integrated solution.&amp;nbsp;Again, there is an emphasis on ensuring that these services can share information with (at a minimum) learning platform services.&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/li&gt;&#xD;
&lt;/ul&gt;&#xD;
&lt;p&gt;&#xD;

	This free-standing IMLS Framework Agreement was let jointly by the Government Procurement Service (GPS &amp;ndash; formerly Buying Solutions) and the DfE, following a rigorous OJEU tendering exercise, including technical testing. 	Before making a decision to use the ICT services framework, you should plan your procurement to identify that you have a need.&amp;nbsp;You should also compare the cost of your existing ICT infrastructure and services with any new equipment, systems or services.&amp;nbsp;You can find further details on the planning stage of the procurement process on the planning section of this website.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The ICT services framework is split into two &amp;lsquo;lots&amp;rsquo; to reflect different needs.&amp;nbsp;Suppliers were invited to bid for either or both lots, and were awarded framework agreements based on their ability to deliver the required level of service for the specific lot. It is important for customers to:&lt;/p&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;&#xD;
		decide which lot their project falls under&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		determine which suppliers are approved for that lot and invite suppliers from the appropriate lot (see ICT services suppliers list in the associated resources box).&lt;/li&gt;&#xD;
&lt;/ul&gt;&#xD;
&lt;p&gt;&#xD;
	Suppliers may only provide services for projects within the lot for which they are approved.&amp;nbsp;It is not possible to run a mini-competition across both lots.&amp;nbsp;Framework suppliers are aware of this, but should you experience a supplier attempting to be included in a mini-competition covering a lot for which they are not approved, this should be resisted and reported to the framework contract manager at the Department by emailing &lt;a href="mailto:schools.ictsupport@education.gsi.gov.uk"&gt;schools.ictsupport@education.gsi.gov.uk&lt;/a&gt;.&lt;/p&gt;&#xD;
&lt;h1&gt;&#xD;
	Market sounding (optional)&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/h1&gt;&#xD;
&lt;p&gt;&#xD;
	For some requirements that are particularly complex and difficult to specify, you may find it beneficial to have discussions with suppliers to clarify what is required and determine the range of possible solutions before initiating the mini-competition.&amp;nbsp;Whilst EU legislation does not permit dialogue of this nature with suppliers during mini-competitions under a framework agreement, there is flexibility to do so before going out to competition. Where a market sounding process is undertaken, it is important to document the process and the outcomes of the dialogue.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	If you decide through the initial market sounding that the solutions under the framework appear suitable for your needs, then you can initiate a mini-competition with all of the framework suppliers.&amp;nbsp;The process for this is outlined below.&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;h1&gt;&#xD;
	Mini-competition&lt;/h1&gt;&#xD;

	Once you have made a decision to use the framework, and identified which lot you will use, you will need to run a mini-competition with all the suppliers within that lot to award all call-off a contract under the framework. This will be a much quicker and simpler process than setting up a new contract yourself.&amp;nbsp;&amp;nbsp;&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&#xD;

	You will first need to develop a specification which will form the basis of the tender to suppliers.&amp;nbsp;This does not mean that the basic terms of the framework can be renegotiated or that the specification can be substantively changed.&amp;nbsp;&lt;/p&gt;&#xD;

	You should first specify what the new equipment or service is expected to do.&amp;nbsp;Make sure you indicate which elements are &amp;lsquo;required&amp;rsquo; and which are desirable or optional.&amp;nbsp;This gives suppliers a clear breakdown of what you want to achieve and how your purchase will work alongside existing equipment.&amp;nbsp;You are not, therefore, responsible for providing a highly technical specification. Instead, you should outline the functional outcomes (sometimes called output specifications) required which will be based on the ICT vision and strategy.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	For example, when purchasing mobile computers, the specification should reflect the applications and uses that the device is required to fulfil, such as &amp;#39;the device must be suitable for teachers to transport on a frequent basis&amp;#39;, which would suggest to tenderers that a small form factor laptop or netbook is a likely solution, but does not rule out the offering of an ultra-light, larger screen laptop or tablet PC if these might be suitable for the application.&amp;nbsp;This gives suppliers responsibility for suggesting which solution best meets your needs.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The appropriate level of detail for the nature of the procurement should be provided i.e. when purchasing ICT equipment that integrates with current infrastructure, systems and software it is necessary to supply more detail about the existing equipment and functional specifications.&amp;nbsp;It is also important to state how the solution should support your vision of the developing use of ICT.&amp;nbsp;In addition, you should describe how you will manage and deploy your new system, what training and support is required and any other implementation issues.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Where electrical or building work is being carried out by third parties, it is important to state the scope of this work, so for example tenderers know whether or not they will be required to allow in their costs for the provision of electrical of netpoint works, or whether furniture will be required.&amp;nbsp;Additionally, with increasing need to take environmental considerations into account, knowing whether air conditioning is in place may be an important factor in specifying the requirement of low heat emitting equipment.&lt;/p&gt;&#xD;

	For significant contracts under this framework with a value in excess of &amp;pound;156,442, contracting authorities would be prudent to apply a standstill period (alcatel) of at least ten days before any awarded contract is actually entered into.&amp;nbsp;The Department makes this recommendation as the EU Remedies regime introduced the possibility that awarded contracts can be rendered ineffective by a court (i.e. overturned by a court order).&amp;nbsp;Applying a standstill period when the contract is awarded under the framework will protect the contracting authority.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The ICT services framework operates from November 2010 until November 2014.&amp;nbsp;&amp;lsquo;Call-off contracts&amp;rsquo; awarded under the framework following a mini-competition can be for a maximum of 10 years with a break clause after five years, and can be awarded at any time up to the final operating date above, providing the contract is signed for the framework&amp;rsquo;s termination.&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&#xD;

	Users of the ICT services framework must contract with the selected ICT contractor on the basis of the contract terms that were developed and issued to bidders during the procurement process for the setup of the framework. &lt;p&gt;&#xD;
	The use of any other contract terms will mean that the procurement law protections offered by the framework will be lost and the award of a contract on alternative contract terms will be a breach of the EU procurement rules. If bidders in a mini-competition under the framework suggest that other contract terms should be used, this must be rejected.&lt;/p&gt;&#xD;
&lt;h1&gt;&#xD;
	Choosing the right contract&lt;/h1&gt;&#xD;
&lt;p&gt;&#xD;
	There are five versions of the ICT services contract (Model A, B, B &amp;quot;Lite&amp;quot;, C and D) depending on the type of ICT services to be provided by the ICT contractor. The five versions are based on the same document but relate to different contract scenarios.&amp;nbsp;&lt;span style="display: none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&#xD;
&lt;h2&gt;&#xD;
	Definitions&lt;/h2&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;&#xD;
		CBP&amp;amp;P stands for capital building programmes and projects. In essence, these are third-party funded schemes relating to investment in school buildings in the UK.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		Early services refers to a situation where a learning institution will receive legacy ICT services from the ICT contractor before the implementation and provision of new ICT infrastructure services.&lt;/li&gt;&#xD;
&lt;/ul&gt;&#xD;
&lt;h1&gt;&#xD;
	Model B Lite Version for &amp;quot;Buy and Install&amp;quot; only requirement&lt;/h1&gt;&#xD;
&lt;p&gt;&#xD;
	A need has been identified for a simplified contract covering the purchase and installation of ICT Assets.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Working with Partnership for Schools, the Department has revised the standard Model B ICT Services Contract, for cases where there is no need for wider support services. All but the essential and relevant provisions relating to a reduced purchase and installation activity have been stripped out.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	This has resulted in an easier and slimmer contract which we are sure will be welcomed by both customers and suppliers.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Whilst we have taken the opportunity to produce a simplified contract to meet a specific requirement, we have not changed the Framework Agreement Terms and Conditions, nor have we changed any of the Service Order Terms and Conditions, save for the removal of those terms no longer appropriate for the circumstances of a simplified purchase and install contract.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	In all other situations, the full Terms and Conditions of the normal Service Contracts would still apply.&amp;nbsp;&amp;nbsp;&lt;/p&gt;&#xD;
&lt;h1&gt;&#xD;
	Associated schedules&lt;/h1&gt;&#xD;
&lt;p&gt;&#xD;
	In addition to the mandatory schedules to the ICT services contract which are contained within the contract terms, there are also a number of pro forma schedules which are available for you to use as good starting points in building up a complete ICT services contract. There are separate versions of these pro forma schedules for each version of the ICT services contract.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	In each pack of pro forma schedules there are four versions of the best value schedule (schedule 10). This is because the best value regime varies in England, Wales, Scotland and Northern Ireland and versions have been produced for each country. The correct version of the schedule should be chosen in each situation.&lt;/p&gt;&#xD;

	The consultancy services framework began in June 2009 and continues until May 2013.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	Schools should identify their ICT equipment or services needs at an early stage so that it is easier to aggregate purchases. Schools can then look to collaborate with other schools with similar needs, where possible, so that they are more likely to receive value for money by collating these requirements into a single purchase. The consultancy services framework suppliers can support the aggregating process by providing expertise or resources which may be unavailable within the local authority.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The framework is also designed for situations when an extensive rebuilding or refurbishment programme leads to major investment in new ICT infrastructure. Other situations in which clients may want to use the framework agreement include, for example, when a school requires bespoke support to review its current ICT provision.&lt;/p&gt;&#xD;

	For significant contracts under this framework with a value in excess of &amp;pound;156,442, contracting authorities would be prudent to apply a standstill period (alcatel) of at least ten days before any awarded contract is actually entered into. The Department makes this recommendation as the EU remedies regime introduced the possibility that awarded contracts can be rendered ineffective by a court (i.e. overturned by a court order). Applying a standstill period when the contract is awarded under the framework will protect the contracting authority.&lt;/p&gt;&#xD;

	Schools can access the SESP via the education large account reseller partners, a number of which are available through the Buying Solutions education specific framework agreement.&lt;/p&gt;&#xD;

	Under the SESP, schools may potentially make savings as there is no requirement to licence every computer, however, Microsoft has determined that the per device unit costs for not licensing the school&amp;#39;s entire ICT estate will be about 10 per cent higher under SESP than those which apply if you are licensing the entire ICT estate. Therefore, if you are able to profile your Microsoft device licensing requirements so that you can reduce them by more than 10 per cent you will save money. Thereafter the more you reduce the more you save year on year. 	Therefore, when a finance lease is entered into:&lt;/p&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;&#xD;
		the company providing the finance ceases to recognise the equipment in its books; instead it recognises a debtor to reflect the &amp;lsquo;loan&amp;rsquo;&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		the school recognises ownership of the equipment in its accounts along with a corresponding creditor to reflect the &amp;lsquo;loan&amp;rsquo;&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		finance leases have to be declared on the local authority&amp;rsquo;s (LA)&amp;nbsp;annual balance sheet as borrowing&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		different LAs have different procedures in place.&amp;nbsp;A maintained school will need to check with their LA before entering into an agreement and where&amp;nbsp;necessary,&amp;nbsp;with external auditors. &amp;nbsp;&lt;/li&gt;&#xD;

	One primary school was faced with a huge bill when it renewed&amp;nbsp;its photocopier lease &amp;ndash; the existing contract was &amp;lsquo;rolled over&amp;rsquo;. This meant the previous outstanding balance was refinanced, compounding the interest and inflating the value of the lease.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The school was led to believe&amp;nbsp;it had renegotiated a more favourable deal which&amp;nbsp;would save&amp;nbsp;&amp;pound;400 a year, when in fact the contract was renewed for an additional &amp;pound;18,500 and extended to a new five-year term.&amp;nbsp;&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	The school would have ended up paying &amp;pound;25,000 over five years, when actually, they could have leased a copier for just over &amp;pound;4000.&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
	This situation is more common than you might think.&amp;nbsp;There have been a number of cases recently where schools have signed up to inappropriate photocopier deals that are exceptionally expensive &amp;ndash; ranging from &amp;pound;25,000 to &amp;pound;200,000 over five years.&lt;/p&gt;&#xD;

		seek advice from the&amp;nbsp;Department, PSBOs,&amp;nbsp;LA, or the Finance and Leasing Association (FLA) before committing to any lease agreement.&lt;br /&gt;&#xD;

		be aware of the&amp;nbsp;market price for&amp;nbsp;printing. On average, schools pay 0.8p per black and white print &amp;ndash; that is double the average market price. Research tells us that many schools pay over the odds for colour copying too.&lt;/li&gt;&#xD;

	Don&amp;rsquo;t:&lt;/h1&gt;&#xD;
&lt;ul&gt;&#xD;
	&lt;li&gt;&#xD;
		Sign an incomplete agreement.&amp;nbsp;Ensure&amp;nbsp;costs are broken down and&amp;nbsp;the contractual&amp;nbsp;obligations are clear, i.e.&amp;nbsp;what are the&amp;nbsp;monthly&amp;nbsp;or quarterly payments,&amp;nbsp;the&amp;nbsp;total&amp;nbsp;cost/value of the contract.&amp;nbsp;Generally the total&amp;nbsp;amount being charged should not exceed 90% of the value of the equipment being hired. Also, do not&amp;nbsp;pay the&amp;nbsp;full recommended retailers price (RRP).&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		sign if there is&amp;nbsp;anything in&amp;nbsp;the contract that isn&amp;#39;t clear.&amp;nbsp;Seek advice from a source such as the Department, PSBO, or&amp;nbsp;LA.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		let the representative take all copies of the paperwork away. Always take a photocopy of any documents that are signed.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		assume the representative is looking after the&amp;nbsp;best interest of the school.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		roll over, or carry forward, outstanding balances on to new agreements without seeking advice. Rolling over is a commitment to a further fixed lease term for several years.&lt;/li&gt;&#xD;

		Make sure you pick a policy that matches both your absence profile and requirements to avoid paying an excessive premium.&lt;/li&gt;&#xD;
	&lt;li&gt;&#xD;
		There are two key variables that your school can change and these will determine your insurance premium: daily benefit and excess.&#xD;
		&lt;ul&gt;&#xD;
			&lt;li&gt;&#xD;
				Daily benefit is the amount paid to your school for absence. The daily benefit does not cover the cost of supply teachers but is set at a pre-agreed level, e.g. &amp;pound;100, &amp;pound;150, &amp;pound;200. The higher your daily benefit, the higher the premium.&amp;nbsp;Choose the appropriate daily benefit level for your school - if you have a daily benefit of &amp;pound;100 but are paying supply teachers &amp;pound;200 per day then your insurance is only covering 50 per cent&amp;nbsp;of that cost.&lt;/li&gt;&#xD;
			&lt;li&gt;&#xD;
				Excess&amp;nbsp;is the number of days of absence that must have passed before policy cover starts.&amp;nbsp;A shorter excess will lead to a high premium.&lt;/li&gt;&#xD;

	&lt;li&gt;&#xD;
		Make sure the types of cover you have are relevant to your school.&amp;nbsp;Some policies offer worldwide and jury service cover. If you don&amp;rsquo;t need this cover ask the insurers to exclude it.&lt;/li&gt;&#xD;

		&amp;nbsp;Set up a method for tracking absence over the year. 		Water provision is a monopoly, so look at how you might reduce water consumption (see associated resources).&lt;/li&gt;&#xD;

		Cleaning is a competitive market, so if you do your research and precisely plan your requirements you should find a supplier to meet your requirements. Compare local suppliers to your local authority, and collaborate with other schools &amp;ndash; the increase in business will drive prices down.&amp;nbsp;&lt;/li&gt;&#xD;
