Services output specification

In addition to the facilities output specification, there is a services output specification, which includes facilities management in PFI projects.

The services output specification comprises the generic facilities management (FM) brief, together with any school-specific FM brief, if any are required.

The generic FM brief sets out and specifies the services that the FM contractor will provide. These cover:

access and building security
general management services, including helpdesk; statutory testing; performance monitoring and reporting; interface services.
building and grounds asset management service
energy and utilities
group 1 FF&E management services

The brief also sets out the soft services that will generally be provided by each school, such as grounds maintenance, caretaking, catering and cleaning.

Generic design brief which, together with the school-specific briefs, forms the Facilities Output Specification (FOS) for the Priority School Building Programme (PSPB). Initially the FOS forms part of volume 2 of the Invitation to Participate in Dialogue and Submit Bids (IPDSB), but will become, with minimal redrafting, Part 1 of Schedule 1 (authority’s requirements) of the project agreement.
