These regulations make changes to The School Governance (Constitution) (England) Regulations 2007 and The School Governance (Federations) (England Regulations 2007.

The changes encompass the following:
- the eligibility criteria for appointment as a staff governor
- the definition of foundation governors
- the disqualification criteria for appointment as a partnership governor
- removal of the reference to interim executive member in regulation twenty two
- update of the definition of appropriate religious body
- removal of the disqualification from serving as a governor whilst detained under the Mental Health Act
- update of the restrictions from serving as a governor during bankruptcy.
