ContactPoint*: Consultation on Draft Information Sharing Index (England) Regulations 2007 and Partial Regulatory Impact Assessment

The consultation ‘Information Sharing Index: Consultation on Draft Information Sharing Index (England) Regulations 2007 and Partial Regulatory Impact Assessment’ ran from 21 September 2006 until 14 December 2006.  The Summary Report and Government Response are based on the 256 formal responses to the consultation document. 

The consultation sought views on the draft Regulations made under section 12 of the Children Act 2004 and the partial Regulatory Impact Assessment (RIA). The Regulations provide the legal framework for the operation and maintenance of ContactPoint.  
 
Section 12 requires that regulations are made in respect of:

  • what specific information is to be included;
  • those persons or bodies required or permitted to supply data;
  • conditions of access;
  • how long information can be retained; and 
  • ensuring accuracy of the information held.   

The regulations have been revised and restructured in light of the responses to this consultation.  References to particular regulations and schedules in these documents refer to the consultation version.  The Full regulations will be published this summer, following debates and subject to the will of Parliament.

A full RIA has also been published.  It incorporates the views expressed by respondents to this consultation. It also includes decisions made on adding to the list of types of practitioners permitted access to ContactPoint, strengthening the conditions of user access, amendments to the schedules of bodies permitted to supply information to ContactPoint, together with amendments to specific data items to be included on ContactPoint.
