This study aimed to determine:

  • whether patterns of disproportionate representation were still present in the most recent data
  • whether the patterns could be explained by factors associated both with special education needs and ethnicity, such as poverty and socio-economic disadvantage
  • how disproportionate ethnic representation varies across local authorities

The better communication research programme was part of a review of services for children and young people with speech, language and communication needs (SLCN).
